The statistics come from the Canadian Transportation Agency (CTA). Complaints are submitted to the CTA after the passenger has attempted to resolve the issue directly with the airline.

Another poor performer was former WestJet low-cost subsidiary Swoop, which was absorbed into the mainline carrier last November. Swoop’s average was 13.7 complaints per 100 flights.

Canada’s two largest carriers posted similar results: Air Canada received 5.0 complaints per 100 flights during the time period, while WestJet received 5.2 complaints. Air Transat fared well at just 3.2 complaints, while Sunwing was at 11.4, second-worst to Flair among airlines that continue to operate.
